Dennis D. O’Neil

Over the past 40 years, Mr. O’Neil’s practice has primarily involved what is commonly referred to as “municipal – land use law” representing clients before counties, cities, special districts and public agencies in southern California in negotiating, documenting and obtaining project permitting and entitlement approvals.  Dennis O’Neil’s practice includes representing owners and developers of land on such issues as general plans, specific plans, zoning, subdivisions, takings, exactions, dedications, development agreements, owner participation agreements, school facilities mitigation agreements, CEQA compliance documentation, initiative and referendum, affordable housing, election and campaign laws, mobile home residency law, community redevelopment agencies, annexations and municipal incorporations.

Mr. O’Neil served as the Assistant City Attorney and then City Attorney for the City of Newport Beach from 1969-1979.  He was elected to two terms on the Newport Beach City Council from 1994-2002 and served as Mayor in 1999.  Mr. O’Neil was named the Newport Beach Citizen of the Year for 2006.  Mr. O’Neil was appointed by the Orange County Board of Supervisors and as a trustee on the Orange County Public Law Library Board of Trustees from 2003 to 2008.
